Bandana? mask? Bandana elastic? What kind of fabric? I also a helmet too.

Basically, a belt old bronze buckle that I love. It is very old and was taken to the point that it wont cling more belts. On the back are two small hooks small (for lack of a better term). How do I remove the few small black spots on my hat.?
I have a white hat with black dots on them. seems more time I try to clean my hat there points. My friends tell me I could be spots of mold. Ive tried to put in the washing machine and dishwasher, twice, let it dry. Suggestions?
This mold is very likely. Spray undiluted white vinegar Distilled generously to affected areas. Let stand for several hours, ideally outside in the sun. Then wash using hot water and soap. Rinse and let dry in a clean and dry.
